Two segments can't see each other

I have the following setup. From my provider's cable modem, I connect to an 8-Port Gigabit Switch. From there, I have two separate access points directly connected to separate ports. One is an Amped Wireless RTA1750 and the other is a TP‑LINK Archer C5. Currently, they are on separate segments but I want to configure the wireless and wired connections to be able to talk to one another, no matter which access point they are connected to. What are the steps to make this happen?

You can have the routers talking to each other and be on the same network if you configure the following:

- First router: configure the router with a DHCP range limited to, I would say, 100 IP addresses.
- Configure the second router by turning off the DHCP and setting it up as an access point. The second router needs to have a static IP address that is not in the range of the first router.
- Configure both WiFi on both routers to be the same but on different channels.
- Plug in the second router to the LAN port with a wired Ethernet cable that will end up to the LAN port of the first router.
